Approval of Minutes 11 February Meeting (IAC-M-328) Approved as written, subject to a redrafting and reconsidera- tion of the last two sentences of item 3 b. 2. Situation Review a. Watch Committee Report No. 393 b. Review of Sensitive Situations The Chairman and members discussed various matters related to the current dispute between Egypt and the Sudan, par- ticularly with respect to the likelihood of armed conflict, the legality of Egypt's position and the possible consequences of the dispute. The Chairman referred to the Indonesian situation, and commented on Sukarno's probable tactical moves in dealing with the dissidents, both in coping with his more immediate problems and in achieving his longer-range aims. The Chairman raised a question about the nature and ex- tent of foreign shipping now going into Amoy. Admiral Frost noted recent developments in this situation and stated that he would check further and report back to the members again on this matter. Mr. Kent invited the members' attention to the forthcoming elections in Argentina. He then discussed with them the possible outcome of these elections and the probable consequences of the victory of certain candidates. The Chairman suggested that the last Argentine estimate (SNIE 91-57) should be reviewed in the light of the present Argentine situation. Appointment of Vice Chairman of Board of National Estimates The Chairman announced that recently had 25X1 been appointed Vice Chairman of:the Board of National Estimates, replacing I who had since retired. 25X1 4. Semi-Annual Report of IAC Ad Hoc Committee on Exchanges (IAC-D-103/6, 11 February) a. The members noted this report, subject to a possible amend- ment of the first sub-paragraph of section 4 of Annex A. During the course of a discussion of this report Mr. Arneson expressed the ap- preciation of the State Department for the excellent support which the Exchange Committee had furnished to those who had participated in the exchange negotiations with the Russians and hoped that, the Com- mittee would continue to provide such assistance in the future. The Chairman also commended the Chairman and Committee for the work they had done in this field. b. NIE 100-58 Estimate of the World Situation The members agreed to defer consideration of this paper until the next regular IAC meeting. With respect to a question raised by Mr. Kent, it was agreed that, if necessary, a preliminary draft of this estimate might be released to General Cutler. However;. (.in subsequent, discussion), the members also concurred in the view that any such draft released should carry appropriate "caveats," indicating that the paper had neither been discussed or approved by the IAC and including a specific notation that the draft of paragraph 23 should not be considered as the final version of that paragraph. 7. Scheduling of Next IAC Meeting At the Chairman's suggestion the members agreed that the next IAC meeting should be on Wednesday, 26 February, at 1045. 8. SNIE 30-58 Prospects and Consequences of Arab Unity Moves a. Approved as amended. 11. Scheduling of SNIE 11-58 Agreed to defer consideration of SNIE 11-58, "Probable Soviet Long-Range Bomber Development, " now under preparation, until 4 March. 11. Release of Military Intelligence General Collins raised a question with respect to the pro- cedure to be followed by the ad hoc committee established to review the proposal for release of military intelligence which had been con- sidered recently by the IAC (IAC-M-327, item 7). General Cabell, who was then presiding, noted that, under guidance given to the chairman of that committee, it was expected that the committee's work would include not only preparation of draft criteria but also a review of the proposal itself; however, the particular order in which these matters were to be considered was for the ad hoc committee to decide. The members concurred in this procedure.
