b. Review of Sensitive Situations
Mr. Cumming referred briefly to the Indonesian situation,
especially with respect to prohibitions on the use of radio communica-
tions by the Dutch.
Mr. Cumming noted the sensitivity of the Venezuelan
situation and discussed with the members various pertinent matters
such as the probable longevity. of the present government and the
possible form of any new government.
The Chairman commented on the course of developments
in Yemen, particularly the possibility of Yemen's gradual drift
toward the USSR, and Mr. Cumming expressed some concern about
the apparent British attitude regarding this situation.
3. Review of NSCIDs
a. In opening the discussion on this item,
recommended that: (1) the IAC approve and forward to the NSC the
revised consolidated drafts of the various NSCIDs (except the re-
vised NSCID No. 7, which will replace the former NSCID No. 9),
together with a statement indicating the non-concurring views of
any member of the IAC with respect to any provision;
stipulate that the current implementing methods and procedures C
will remain in effect until revised implementing procedures,
consonant with any new NSC -approved NSCIDs, can be formally

b. Approved the draft revised NSCID No. 1 (Basic Duties and
Responsibilities), as amended.
c. Approved the draft revised NSCID No. 2 (Coordination of
Collection Activities). The members also noted the draft DCID
No. 2/2. 1 (Domestic Exploitation of Nongovernmental Organizations
and Individuals), as amended, with the understanding that it would
be incorporated into a revised DCID to be finally approved following
NSC approval of the revised NSCID No. 2.
d. Approved the draft revised NSCID No. 3 (Coordination of
Intelligence Production), as amended

e. Approved the draft revised NSCID No. 5 (U. S. Espionage
and Counterintelligence Activities Abroad), as amended. In this
connection, the members concurred in Mr. Cumming's suggestion
that no portion of this directive should be construed as precluding
the Department of State from conducting its own physical security
measures within State Department installations abroad.
f. Approved the draft revised NSCID No. 6 (Electronic
Intelligence (ELINT)).

applicable DCIDs, with a view to submission of draft DCIDs for

arise with respect to the NSCIDs if the proposed IAC-USCIB merger
