b. Review of Sensitive Situations
The Chairman and members discussed recent developments
in the Indonesian situation, particularly with respect to the activities
of dissidents on the islands outside of Java and the likelihood and
probable effectiveness of moves to alter the government in Sukarno's
absence. General Schow also referred to certain attache reports
bearing on Indonesian developments.
The members reviewed various aspects of the Venezuelan
situation, especially the probable longevity of the present government
and the possible impact of events on US interests in the area. After
discussion, the consensus was that the situation did not appear to
warrant further specific steps by the intelligence community at this
time from the standpoint of protecting US interests, such as the
declaration. of a formal alert.
The Chairman and members exchanged views on the
maneuvering of various political and military elements in Guatemala
and on the probable outcome of the forthcoming elections in that
country.
The members discussed the situation in Laos briefly,
particularly with respect to contacts with visiting Laotian officials
and their attitudes regarding the potential Communist threat to
Laos and their ability to cope with that problem.

3. Proposed Communications
Subcommittee
(I AC-D-6/17, 8 January)
The members reviewed with
siderations bearing on his recommendations with respect to the on
establishment of a Communications Committee, as outlined in his
memorandum of 8 January. Captain Cole, Executive Secretary of
USCIB, who was also present, reported on the status of the work of
the USCIB Ad Hoc Committee in this field. Following their discussion,
the members agreed to establish an Ad Hoc Subcommittee of the IAC,
with instructions to develop intelligent ce ommunications requirements
for critical intelligence, particularly that related to strategic early
warning, and report these proposed requirements to the IAC as soon
as possible. It was also agreed that this subcommittee should include
representatives of NSA and the Department of Defense, and that
nominations of agency representatives should be furnished tor-
