SUBJECT: Semi-,annual Status Report for the NSC on the Foreign
Intelligence Program
1. This report has been prepared in response to an NSC
Memorandum dated 17 December 1954 requesting that CIA, in "con-
sultation with other departments and agencies as may be appropriate"
submit a report on "the status of the foreign intelligence program
and related activities as of December 31, 1954." This NSC request
implements a presidential directive that the departments and agencies
responsible for the several national security programs prepare semi-
annual status reports. Because of the short notice and the necessity
for extensive coordination, there has been some delay beyond the
requested date for submission, 1 February.
2. This is the 9th report of this kind that has been submitted
since 1951. From time to time, the usefulness of this type of re-
porting procedure has been questioned. The present report eliminates
some matters of detail, formerly included, and is somewhat more
directly responsive to the objectives in current national security
policies in paragraph 10a of NSC 162/2. It is believed that further
development along this line can be ms.de in future reports.

4. There were no dissents recorded by the representatives with
the exception of the ONI footnote to the paragraph on "Target Materials
Production" on page 6. ONI registered a reservation to this same
paragraph in the report for 1 July 1954 (ILQ-n-54~ An effort was
made to eliminate this paragraph entirely, consistent with our effort
to remove needless detail. The Air Force was prepared to do this but

ONI did not concur. It is our judgment that both the paragraph and
footnote should be removed and we so recommend.
