MEMORANDUM FOR THE DIRECTOR OF CENTRAL INTELLIGENCE
SUBJECTS Semi-Annual Status Report for the NSC on the Foreign
Intelligence Program
1. Pursuant to your instructions, subject report has been
further revised in coordination with the IAC representatives with
a view to including more data of a positive character. Substantive
changes have been marked in the copy forwarded with this memorandum.
2. The changes in the Watch Committee section (page 2) were
made pursuant to the suggestion of at the 15 Feb-
ruary IAC meeting to the effect that the re at relationship of the
Indications Center to the Watch Committee should be more clearly
stated.
3. The significant changes in the Military Intelligence section
(section ha, page 5 involve nuclear weapons and were prepared in
consultation with CIA proposals to delete the
last two sentences of the first paragraph of this section were met
with virtually unanimous objection by the Service representatives.
4. The CIA proposed deletion of the section on Target Mate-
rials Production (section 4b., page 6) together with the ONI foot-
note was strongly opposed by the ONI representative. The Air Force
is willing to delete this section but does not object to its
inclusion. Our position has been that this is a matter of detail,
not a highlight, that could well be eliminated consistent with our
omission of similar detail elsewhere in the report. Furthermore,
the difference between the Air Force and ONI appears to be largely,
although not exclusively, one of statistical reporting. It is
still our view that this material should be deleted but it is most
unlikely that the Director of Naval Intelligence will concede this
point.
5. A section on Exploitation o..g Defectors has been added
(page 12).

6, Section IV (page 15) has been revised and strengthened pur-
suant to your instructions to The present text
has his approval. G-2 expressed some dissatisfaction with paragraph
4 of this section. The G-2 representative proposed the following
substitute paragraph:
"In certain categories, however, the quality of
information acquired on the USSR has improved. Signifi-
cant information has been obtained on modifications of
Soviet Army tactical doctrine for nuclear warfare."
7. Except for the ONI footnote on page 6 and the G-2 tentative
reservation on the matter cited immediately above (paragraph 6),
there were no dissents recorded by the representatives.
