RESISTANCE INTELLIGENCE COMMITTEE
Organization and Functions
The Resistance Intelligence Committee (RIC) was established
by the IAC in December 1953,-1/ pursuant to the recommendation of
an IAC representatives' staff study which had reviewed and endorsdd
a G-2 proposal that the IAC establish an ad hoc group to survey
anti-Communist movements and resistance potential in the Soviet
Bloc. The RIC was set up on an ad hoc basis and instructed (1)
to "coordinate the preparation, within the /IAC/ agencies' capa-
bilities, of all-source intelligence studies and projections regarding
trends, situations, and specialized phases of anti-Communist re-
sistance and resistance potential in the Soviet Orbit (including
Communist China) required by the participating agencies. . . "
and (2) to report "to the IAC within six months with recommendations
for its /RIC / discontinuance or continuance as a permanent corn-
mitt e e . ?-/
The RIC produced two Resistance Intelligence Reports:
RIR-1 (Poland), 20 July 1954 and RIR-2 (China), 2 3 pvember 1954.
In accordance with the instructions setting up RIC, - these were
considered as coordinated research reports rather than as national
intelligence estimates.

RIR- 1, as amended,a reed thattupon completion of RIR-2_,
the RIC should be dissolved, and that an annual estimate of re-
sistance activity should be included in the regular estimates

Pursuant to the direction of the IAC, the next IAC "resistance"
paper therefore was coordinated through the regular IAG estimative
machinery, rather than the RIG, and published as NIE 10-55,
"Anti-Communist Resistance Potential in the Sino-Soviet Bloc, "
dated 12 April 1955.
However, on 30 August 1955 the IAC, after consideration of
the post-mortem on NIE 10-55, agreed to reconstitute the RIC'/
and instructed the RIC to draft proposed terms of reference.
According to these terms of reference, as approved by the IAC,
the purpose of the RIC is "to review the status of collection,
analysis, and dissemination of detailed resistance intelligence
regarding the Sino-Soviet Bloc in order to discover deficiencies
and recommend action to overcome them. " 7/
Membership
The present membership of the RIC consists of representatives
from State, Army, Navy, Air Force and CIA. In accordance with.
IAC direction, the Department of State member serves as chairman. 8/
Reports and Publicatibns
The RIC publishes no regular reports. However, IAC' agencies
are required to report to the RIC twice yearly as to whether they
have information which would cause changes to be made in current
IAC estimates (NIE 10-55, RIR-1, or RIR-2). The RIC shall advise
the IAG when a revision of these estimates is considered necessary. 9/

Meetings
The RIC has no regularly scheduled meeting time. However,
it meets on the request of any member$ to consider specific. items
of importance regarding resistance intelligence, to arrange for
the production of coordinated reports, and to approve these reports
before submission to the IAC for publication. 10/
