MENDRANDUK FOR: The Director of Central Intelligence
SUBJECT : Revision of Paragraph 17 of (SCID No. 1
1. This memorandum contains my recovaretadation for the DCI's
action in response to the IOC directive for revision of parsgreph 17
of NSCID No. I. This suggested action is contained in paragraph 3.
2. The Intelligence Advisory Committee tentatively agreed on
18 March to the following rewording of the suggested addition to
paragraph 17 of MID No. 1:
The Director of Central Intelligence is authorized to
direct the heads of the intelligence agencies, when appropriate,
to request the initiation through suitable channels of an
investigation of any apparent unauthorized disclosure of
intelligence sources or methods and to report thereon.'
Nuhrtz? representing the FBI, has requested inserting the
words 'within their department or agency" to make it clear that each ILLEGIB
agency is responsible for its own investigation. I would see no

of a direct order from the President or IOC end would avoid touching

4. The Mal Board's comments on this it read as
"With regard to Per. 17 the Board le increasingly WU-
cernod with the repeated serious leaks of intelligence
recently brought to its attention. To insure that.
disclosures do not continue to occur, the Board believes
that better contract sensitive material -woad be achieved
if the responsibility tor the protection of intelligence
sources end nethods from unauthorised disclosure together
with the atitharitr to discharge this responsibility were
fixed sanevibet more explicitly than they now pear to
be in this pares:mph or in the present WM 11."
In view of this remark, it might be advisable to propose to the
IAO, end to General Cutler When you discuss this with his, inserting
after the present words of Par. 17 ena before this "directing sentence"
referred to above, "Madh department sad *WM, is responsible for the
protection of intelligence sources and methods within its own area
of responsibility."

suggested changes by telephone. Me Should lend the IAC metbers a
fair copy of the proposed new text as soon as practicable.
