This memorandum contains my recovaretadation for the DCI's action in response to the IOC directive for revision of parsgreph 17 of NSCID No. I. This suggested action is contained in paragraph 3. 2. The Intelligence Advisory Committee tentatively agreed on 18 March to the following rewording of the suggested addition to paragraph 17 of MID No. 1: The Director of Central Intelligence is authorized to direct the heads of the intelligence agencies, when appropriate, to request the initiation through suitable channels of an investigation of any apparent unauthorized disclosure of intelligence sources or methods and to report thereon.' Nuhrtz? representing the FBI, has requested inserting the words 'within their department or agency" to make it clear that each ILLEGIB agency is responsible for its own investigation.
