Transmitted herewith in seven copies is the latest draft of NSCID No. 1 produced by the augmented Task Force. Before we can make any further revisions, I should like to discuss this draft with you and General Truscott and, if possible, General Cabell and/or the Director for additional guidance. 2. It is our belief that the present draft constitutes a thorough revision and updating of the present NSCID No. 1. We believe that the statement of policy given at the beginning of the Directive adequately embodies all of the requirements of the Killian Committee. The imple- menting paragraphs then make it possible for the subordinate DCl1)s to be issued as necessary. 3. The judgment of the Task Force, made up of the chairmen of all of the NSCID Task Forces, is that the following consolidation or elimination of NSCIDs can be accomplished using the present draft of NSCID No. 1 as basic charter: a. NSCID's 2, 3, 14, 5, 6, 7, 8, 9, 16, and 17 would remain on the books; b. NSCID's 13 and 14 to be combined; c.
