SUBJECT Revision of NOCID #5
1. Attached herewith are the mate of the draft of CID #5 which
incorporates the agreed changes made at the interagency working group
meetings of 9 and,i4 October, and a draft of a memorandum transmitting
this draft to the IAC for consideration.
2. -There were no official "reservations" on Guy point. However,
it was indicated that the military services ME bring up the following
items either at the IAC meeting on NSCID #5 or at the time the overall
review is made of the complete package of > 3CIDst
era. Is. The Army may propose ding the following
words arty na this paragraphs ", usually through the
use of agent personnel."
On are.. One or more of the military services
question the validity ad/or advisability of establishing the
CIA as the "national, clandestine service of the U. S.".
The JIG ma question Its validity on the ground that the
JCS has a eady taken, a position that there is no nationaal
clandestine service in, the U. S.; the Air Force may question
its advisability on the ground that misinterpretaat ?n of this
portion of the directive could lead to a cut or elimination
of their funds for the clandestine activities they are
authorised to conduct under the terms of this directive;
the Army may take the view that such a statement is "unnecessary".
rs. 7. The JIG may ' raise the point that reference to
senior military commanders should be in the singular as It ins
the unified commaander who is in command of the area involved;
the Individual military services MX object to such a proposal
on the basis that it would upset present arrangements, especially
in Europe, and mould be a basic change from the current provisions
of DCID 5/1.
On para. 8. The JIG way raise the point that the provisions
should proide that all CZ easets will be assigned to the CIA
Force and be under the Theater Commander; they M also raise the
point that the theater commander should be consulted on exceptional
operations as well as the JCS, Locument N ___- _o_.._,____.-_

On the subject of liaison in ceralt The military
services will probably promote discussion of this subject
for purposes of verification.
3. It is my view that we will not get any real dissent from
this paper at the IAC level unless one of the military intelligence
chiefs wishes to c2 .11enge the position of the DCI and/or the Agency.
