MEMORANDUM FOR THE DIRECTOR OF CENTRAL INTELLIGENCE
Subject: Coordination of Intelligence Activities Related to
Foreign Atomic Energy Developments and Potentialities
Reference: N.I.A. 6 V
The following brief of facts regarding the reference paper are sub-
mitted herewith for use in the N.I.A. meeting.
a. This paper has the concurrence of the permanent members of I.A.B.
and General Groves, the Commanding General of the Manhattan Engineer
District.
b. The proposed N.I.A. directive is divided into two parts:
(1) The assignment to you of the function of coordinating
the collection by..a agencies subject to N.I.A. coordination of
all inteligence information in this field, and the accomplish-
ment of tac.,correlation, evaluation and appropriate dissemination
of the resulting intelligence. This is necessary to provide
central coordination and final evaluation in this vital field
for reasons of security. This is also necessary since previous
arrangements in this field have been unsatisfactory because of
the lack of such central. coordinating and evaluating authority.
(2) The transfer to C.I.G. of the personnel and working
files of the Foreign Intelligence Branch operated by General
Groves. This branch consists of three or four officers, two
or three scientists, and a few stenographers, all with special
competence in this field.
c. This directive does not conflict with the establishment of an
Atomic Energy Commission for the following reasons:
(1) The proposed Commission will deal primarily wit
atomic energy developments in the United States, whereas
C.I.G. will deal only with intelligence concerning fore/ 1
developments and potentialities.
(2) C.I.G. will coordinate only those agencies subj c*
to N.I.A. coordination, and prepare the final evaluation
based upon information collected by them. In.this respe t
C.I.G. will supplement rather than conflict with they
Commission. Presumably intelligence produced by C.I.G.

(3) General Groves considers the Foreign Intelligence Branch
a part of his personal staff rather than an integral unit of the
Manhattan Engineer District. This branch is therefore not involved
in the transfer to the Commission of the domestic responsibilities
of the Manhattan Engineer District.

a paramount field of intelligence related to the national security.
As such, the National Intelligence Authority is responsible for plan-
developing, and coordinating Federal foreign intelligence ac-
iee in this field.
To date, the Foreign Intelligence Branch of the office of gad
Leslie R. Groves, the Commanding General of the Manhattan En-
gineer District, has been the agency performing functions of collect-
ing and evaluating intelligence related to foreign atomic energy de-
velopments and potentialities. This Branch has operated under the
personal direction of General Groves, who is in turn responsible, by
Presidential directive, to the Secretary of War.
The ply created Atomic Energy Commission will be concerned with
the entire field of atomic energy he United States, including arse
mercial as well, as military aspects. The Commission will, upon Presi-
dential directive, take over the responsibilities of the Manhattan En-
gineer District:" ' It is considered appropriate at this time that the
National Intelligence Authority should centralize under the Director
of Central Intelligence the control and supervision of all Federal
intelligence activities related to foreign atomic energy developments
and potentialities affecting the national securit Thin

Branch operated by General Groves. It should also be possible, when
deemed expedient by the Secretary of War and the Director of Central
Intelligence, to transfer the personnel and working files of this
Branch to the Central Intelligence Group.
The enclosed draft N.I.A. Directive is designed to carry out the
conclusions contained in the above paragraph. This Directive has been
unanimously concurred in by the Director of Central Intelligence and
the Intelligence Advisory Board, which in this case included the Com-
neral of the Manhattan Engineer District.
It is recommended that the National Intelligence Authority approve
the draft directive in Enclosure "A".

Foreign atomic energy developments and potentialities con-
stitute a paramount field of intelligence related to the national
security. As such, the National Intelligence Authority is responsi-
ble for planning, developing, and coordinating Federal foreign intel-
ligence activities in this field.

Pursuant to the President's letter of 22 January 1946, des-
ignating this Authority as responsible for planning, developing, and
coordinating all Federal foreign intelligence activities so as to as-
sure the most effective accomplishment of the intelligence mission
related to the national security, the following policies and proced-
ures relating to Federal intelligence activities in the field of for-
eign atomic energy developments and potentialities affecting the na-
tional security are announceds
1. The Director of Central Intelligence, subject to the direc-
tion and control of this Authority, is hereby authorized and directed
to control and supervise all Federal intelligence activities related
to foreign atomic, energy developments and potentialities affecting
the national security.
2. To accomplish the f netion assigned in paragraph 1, the
Secretary of War and theA%wps6swof the Manhattan Engineers Dis-
trict have authorized the Director of Central Intelligence to assume
the-control and supervision of the Foreign Intelligence
files of this Branch may be transferred from the Manhattan Engineer&-
- District to the Central Intelligence Group at any time agreed to
by the Secretary of War and the Director of Central Intelligence.
