This subsection of the encyclopedia contains the basic reports on those deployed CSS-3 or CSS-4 SSM facilities or portions of facilities which have the capacity to store missile ground support equipment and which have not been described in other sections of the China: Deployed Strategic Rocket Forces Facilities Encyclopedia (S). (S/WN) Notes for the Reader 2. Each individual basic report contains textual information which is formatted by subject so that comparisons are easier for the reader. The photograph of each installation shows the GSE storage area, including any cave entrances. The exact configuration of the underground structures could not be observed on overhead imagery. These approximate 25X1 25X1 25X1 configurations are indicated in dashed outlines on the photographs. The parts that were observed but are now earth covered are shown in solid outlines. (S/WN) 3. It was not practical to present a detailed chronology of construction and missile equipment observations. The photographic record for each site spans many years of accumulated coverage. Coverage has also been sporadic; gaps in coverage of up to six months are common. The gaps in coverage and the poor interpretability of the imagery acquired prior to 1977 considerably degrade any chronology and lessen the amount of information which can be obtained. (S/WN) 4. In each basic report, a construction activity was sometimes dated within a span of time-from the negation date to the date first observed-because of a lack of coverage and poor interpretability. The GSE storage facilities described in this report probably function in part as rear-services or logistical elements within their missile deployment areas. All these facilities are in deployment areas where launch silos or rollout, erect-to-launch sites are utilized. In both launch modes, all GSE and propellants needed to support missile launch unit operations are stored within the launch sites. Any missile-related equipment stored in these GSE storage areas is probably used to replace defective or damaged equipment or for training operations. The facilities at Delingha and Luoning East also have a missile airframe storage capability, although they probably provide only short-term or temporary storage. (S/"'N) Number and location 2. Four facilities capable of storing missile GSE are described in this report. These facilities are within the SSM deployment areas at Luoning, Delingha, and Tongdao (Figure 1). At each of these facilities, the missile GSE storage area is collocated with the administration and housing areas. (S/WN) General Description .3. In this subsection, only the missile GSE storage area within an installation is described. A com- plete description of these facilities will be provided under the appropriate installation names in Section IV of the encyclopedia. The common element among these facilities is the storage of missile GSE in garages. Most of these missile GSE storage areas evolved from open storage areas within existing facilities. Only Tongdao SSM Support Area A has possible underground storage of GSE; however, this may be because this facility has apparently been used for several purposes since its construction. The storage capacity of the facilities varies from space for only a few trucks to the capability to house an entire unit of missile-related equipment, including the missile airframe. Since CSS-3 and CSS-4 ICBM systems are still in the early stages of operational deployment, neither the exact functions of these facilities nor their place in the Chinese deployed ICBM force is certain. The association of these installations with a missile system is based either on the observation of missile GSE within the facility or on its location within a deployment area. Tongdao SSM Support Area A and Delingha SSM Regimental Support Area A are within CSS-3 deployment areas, and CSS-3 GSE has been observed within these facilities; thus, they are assessed to be CSS-3 ICBM associated. Both Luoning SSM Regimental Housing/Support Area C and Housing/Support Area East are within a CSS-4 deployment area, and CSS-4 or non-system-specific GSE has been observed with these facilities; thus, they are as- sessed to be CSS-4 ICBM associated. (S/WN) Missile System Activity 5. A small amount of missile GSE has usually been observed in the open parking areas at these facilities. Most GSE, when not in use, is stored in the garages. The presence of GSE indicates possible equipment maintenance, training exercises, inspections, or the exchange or receipt of equipment at the facility. (S/WN) Reassessed Facilities 6. Two facilities previously assessed to be possible GSE storage facilities are no longer considered viable and are not included in this subsection. One facility, Sundian SSM Propellant Storage Area, was initially thought to provide propellant storage and therefore be capable of GSE storage; this facility has been reassessed and is now considered to be part of Sundian SSM Launch Site 2. Sundian SSM PSA was assessed to be a possible propellant storage area in 1975, when 11 probable propellant vehicles were parked within the area. GSE was last seen in this area in June 1976, when probable propellant vehicles were present. No propellant storage tanks, propellant lines, vented underground storage, or propellant- related handling structures have been identified at this facility. The location and current activity observed at this facility indicate that it is probably the support area for Sundian SSM Launch Site 2, which is on the same access road. (S/WN) 7. The second facility, Xining Possible SSM Support Facility has been reassessed and is no longer considered to be a GSE storage facility. Xining Possible SSM Support Facility consisted of two sus ect SSM-associated areas, one on each end of the Xining Infantry Division Headquarters The SSM association of these two areas was based on the presence of two CSS-1 transporter/erec- tors in the eastern area on The two T/Es were never moved, fell into disrepair, and had been disassembled by 1980. No other missile GSE has been observed in either of the areas. This facility is now considered to be part of Xining Infantry Division Headquarters. Delingha SSM Regimental Support Area A is in the Delingha portion of the Da Qaidam/Delingha SSM deployment area, on the southern edge of the town of Delingha and 12 km south of Delingha SSM Launch Site 2 (Figure 2). GSE storage is provided by two 15-bay garages and a gable-roofed, 23-bay garage. The garages are clustered along the eastern edge of the facility (Figure 3). Footings for a nine-bay and a 13-bay garage are in the northeastern corner of the area. When complete, the nine- and 13-bay garages will be capable of storing CSS-3 GSE vehicles. Two ten-bay vehicle storage buildings are on the western side of the facility. However, the bays of these buildings are not large enough to admit CSS-3-related GSE. (S/WN) Administration and Housing Areas 11. The administration and housing areas will be described in Section IV of the encyclopedia. (S/W N) Construction Chronology 12. Initial construction of the missile checkout/storage buildings and one 15-bay garage was observed in April 1982; both buildings were complete by September 1982. Construction of the second 15- bay garage and the 23-bay garage began in August 1983 and was complete by October 1983. Missile GSE was first observed at the facility on when possible CSS-2/-3 launch stands, warhead vans, and propellant vehicles were in open storage. (S/WN) 14. Between 16 of the 18 propellant vehicles in the CSS-3 GSE complement were removed from the open storage area. Between 32 additional pieces of the CSS-3 GSE complement, which had been parked in two other open storage areas, were removed. Analysis of the new storage buildings indicates that they contain sufficient floorspace to store all the GSE removed from open storage. On either a propellant trans orter or an electronics support van was parked in front of a bay of one of the 15-bay garages; ona similar vehicle was parked in front of a different bay of the garage. These were the first observations of GSE within the newly completed, wall-secured area. Luoning SSM Regimental Housing/Support Area C is in the Luoning launch group in the Sundian/Luoning/Lushi SSM deployment area, 6.0 km south of Luoning and 6.0 km north of Luoning SSM Launch Site 2 (Figure 4). (S/WN) Missile GSE Storage 16. This wall-secured facility contains a GSE storage area, a housing area, and an administration area (Figure 5). GSE storage is provided by three garages that contain a total of 18 bays. These garages are a four-bay garage comprising four arch-roofed sections; a nine-bay garage comprising five arch-roofed sections flanked by flat-roofed end sections; and a five-bay, gable-roofed garage. No buildings at this facility are of sufficient size to store CSS-4 missiles or CSS-4 first-stage missile transporters. (S/WN) Administration and Housing Areas 17. This installation provides administration, GSE storage, maintenance, and housing for the personnel and equipment assigned to Luoning SSM Launch Site 2. The administration and housing areas will be described in Section IV of the encyclopedia. (S/WN) Construction Chronology 18. This facility can be negated on imagery of June 1975. Initial construction, including the four-bay garage, began in late 1978, and by May 1979, most of the buildings were externally complete. The five- and nine-bay garages were constructed between October 1980 and July 1981. No construction activity has been observed since. (S/WN) Missile System Association and Activity 19. Missile-related equipment was first observed in April 1981, when nine CSS-4 type 0 and five CSS-2/-3 type I/J propellant vehicles were parked in the facility. Small amounts of GSE, such as propellant vehicles, truck-mounted cranes, and warhead vans, were occasionally seen in the facility from May 1981 through August 1984. Luoning Housing/Support Area East is in the Luoning launch group in the Sundian/Luoning/ Lushi SSM. deployment area, 3.6 km east-northeast of Luoning, approximately 20 km west of Luoning SSM Launch Site 1, and 18 km north of Luoning SSM Launch Site 2 (Figure 4). This wall-secured facility contains an administration/barracks building, a messhall, two barracks, a garage, a single-bay missile and GSE storage building, and a probable two-bay garage under construction (Figure 6). GSE storage is provided by two buildings. One is a 26-bay, gable-roofed garage which extends the entire length of the northern perimeter of the facility. The second building is a new- type, flat-roofed, single-bay missile and GSE storage building with a drive-in entrance on the southern end. A probable two-bay garage is under construction adjacent to the 26-bay garage. (S/WN) Administration and Housing Areas 22. The administration and housing areas will be described in Section IV of the encyclopedia. (S/WN) Construction Chronology 23. This facility can be negated on imagery of August 1979. Initial construction was observed in October 1980. By October 1982, the administration/barracks building, messhall, water tower, and 26-bay garage were externally complete. Between June and November 1983, the flat-roofed, single-bay missile and GSE storage building and two barracks were constructed. The probable two-bay garage was in an early stage of construction in July 1984, and walls had been constructed by late August 1984. (S/WN) Missile System Association and Activity 24. Housing/Support Area East has been assessed to support the CSS-4 launch units in the Luoning launch group. Missile GSE was first observed in November 1981, when two warhead vans, eight CSS-4 type 0 propellant vehicles, and five CSS-2/-3 type I/J propellant vehicles were in the facility. Tongdao SSM Support Area A is in the Tongdao launch group in the Tongdao/Jingxian SSM deployment area, 4.6 km north-northeast of Tongdao SSM Launch Site 1 and adjacent to Tongdao SSM Probable Regimental Headquarters (Figure 7). (S/WN) Missile GSE Storage 26. This facility consists of a possible drive-through tunnel, four buildings capable of storing missile GSE, two vehicle storage buildings, and five support buildings (Figure 8). GSE storage is provided by the possible drive-through tunnel, two five-bay garages, an eight-bay garage, and a ten-bay garage. The entrances to the possible tunnel are approximately 183 meters apart. The northern entrance has clamshell blast doors, and the approximately southern entrance has no discernible doors. The possible tunnel entrances are too narrow to admit CSS-3 airframes, erectors, transporters, or warhead vans. However, most other CSS-3-related GSE could be stored in the possible tunnel. (S/WN) Other Storage 27. One eight-bay and one 21-bay vehicle storage building are within the facility. The bays of these buildings are not large enough to admit missile-related GSE. (S/WN) Administration and Housing Areas 28. The administration and housing areas will be described in Section IV of the encyclopedia. (S/W N) Construction Chronology 29. The negation date of this facility is October 1968. Initial construction was observed in October 1969, when spoil extraction was underway in the area of the possible tunnel entrances. Most of the facility was externally complete by November 1974. (S/WN) Missile System Association and Activity 30. This facility is assessed to be CSS-3 related based on its location within a CSS-3 deployment area.
