The Community has come a long way since your initial request in late 1981, and I find that your suggestion for a look at a portion of the problem at this time has considerable merit. Therefore I am asking Mr. Jan P. Herring, the new NIO for Science and Technology, to meet with you to define the USDR&E's needs for a specific in- telligence assessment. Henry S.
