As a special supplement to the new CSIS series of
Science and Technology Seminars, and in conjunction with
the Center's International Communications Program, we are
sponsoring an off-the-record. assessment of the U.S. stra-
tegic interests affected by recent telecommunications dereg-

Defense Communications Agency, has. very kindly agreed to
be our speaker at this special session; it will be held
on February 23, in the Wadsworth Room of the International
Club, 1800 K Street N..W., Washington, D.C'., from 4-5:30 PM.
The General will be available for a question-and-answer
session after his formal presentation;- this, too;, will be
off-the-record. I would be honored if you would join
General Hilsman and the Center's other guests on this,
occasion.
If you cannot attend in person, we would welcome your
representative. I enclose a postcard for your convenience
in responding; I hope you are able to fit this into your
busy schedule.
