I would like to ask that the Technology Transfer Intelligence
Committee (TTIC) take the lead in preparing the Subject Study. I
believe that TTIC has a good understanding of the issues involved and is
in the best position to sponsor the Intelligence Community work needed
to produce the requested study. I would like to recommend that you form
the suggested Steering Group and that it include membership from the
NSC, Commerce, State, Defense (USDR&E), and the NIO/S&T. Would you
prepare an appropriate response to Dr. Berenson's request, and coordinate
it with Jan Herring, NIO/S&T?
