SUBJECT : NIC Activity Report, 13-17 September 1982
1. DCI/DDCI-Assigned Tasks
NIO/Economics and SOVA/DI analysts, with assistance from NIO/WE and
NIO/USSR, worked all week on producing a draft SNIE on the Soviet gas
pipeline. The draft will be considered at NFIB on 21 September and is
to become part of the policy planning process as outlined at this week's
SIG-IEP meeting concerning Western Europe.
IT.. Other Interagency Papers
The draft Memo to Holders updating last year's Pakistan nuclear
SNIE is also ready for NFIB consideration on 21 September.
During the past week, NFIB representatives completed coordinating
draft SNIEs on INF and Indonesia. Pending DCI/DDCI approval, they are
tentatively targeted for NFIB consideration on 28 September.
Steady progress is being made on the high-priority effort to
complete the draft IIM on Soviet ballistic missile defense for
presentation to NFIB no later than early October.

VC/NIC and NIO/MESA met with D/OGI/DI and C/IAD/DO to make
arrangements for the NIC to be informed on counterterrorism matters.
All NIOs were briefed on two new technical collection systems.
NIO/Africa attended sessions of the DIS conference on Africa at Ft.
McNair and participated in debriefings at State of several US
ambassadors home for consultations. He found our ambassador to Zimbabwe
less optimistic about the future there than he was 'six months ago; he
sees continuing problems ahead for foreign investors.
A/NIO/AF attended meetings at State of the Chad Working Group and
the Africa Economic Crisis Working Group.

Military Operations on the Army Staff, in connection with potential
unconventional warfare activities. The meeting followed an Army
briefing of the DCI on 1 September.
NIO/LA met with our DCM to Mexico and the US ambassador to
Honduras: A chaired ith both envoys and also met
to discuss recent Central
American developments.
A/NIO/LA chaired a briefing for outgoing State inspectors on the
quality of recent State reporting from Central America.
NIO/Narcotics made arrangements for the first warning meeting on
narcotics, scheduled for 27 September, and met with the new DCM assigned
to the US Embassy in Mexico City.
NIO/Near East and South Asia hosted a meeting of the Community's
chief intelligence specialists on the NESA area to discuss major current
issues and their policy implications. The group met with the DCI.
A/NIO/NESA attended an informal working group meeting at State on
Afghanistan.

NI0/Strategic Programs met with NORAD deputy commander Lt. Gen.
Thorneycroft and members of his staff during their visit to CIA. He
discussed Soviet strategic force developments with them, particularly
the Soviet bomber and cruise missile threat to North America. They are
especially interested in the upcoming NIE on Soviet space programs and
encouraged our discussing the issues with them in the next several
months.

meeting today on NSSD 11-82 (US Policy Toward the USSR).
NI0/Western Europe accompanied NI0/Economics to a meeting with
James Buckley and also met during the week with Dirk Gleysteen (State
director of Greece-Turkey-Cyprus affairs) and Reg Bartholomew (chief US
negotiator for the US-Greece bases talks).
IV. Future Activities
NI0/Africa will accompany the DCI on his trip abroad beginning
18 September.
NIO/Western Europe will participate in a meeting at State next week
chaired by Richard Burt on European reactions to INF.
