MEMORANDUM FOR: Chairman, National Intelligence Council
National Intelligence Officer for Warning
FROM: Director of Central Intelligence
SUBJECT: NIO Monthly Warning Assessments: July
Williarr, J..Casey
1. In reading the current Monthly Warning Assessments and in light
of last week's meeting with the NIOs, it occurred to me t'--it a joint.review-
of the warning assessments bY the NIC with the DDI, DOCI and myselfpar-
tkipatirg might be worthwhile.
2. In addition, I would like to see the monthly meetings viewed as an
opportunity to identif3.the specific collection requirements and opportun-
ities wh-:ch would enable closer tracking of.warning situationp-'and of`better
relating to new developments. The assessment produced.by NIO/LA gives more
attention to evidence and collection than most of the others although they
too can be approved. I would urge that you sFnsitize all the NIOs on imple-
menting this approach and reflecting it in the reports.
