to me explains his motivation for staying in
CIA for awhile longer. We would be pleased
to keep him here, but will be shifting NIOs
this spring and ultimately the new one may

SUBJECT : Future Assignment F7
As a follow-up to our discussions regarding future assignment, a
resume of previous duty and qualifications is attached. The problem can
be defined briefly as follows:
Should I extend past next summer, the Navy would be
reluctant to give me another assignment since I would
have insufficient time left in service to complete
another 3-year tour of duty. Therefore, I would like
some sort of informal moral commitment that the NIC
would seek to retain my services (with the NIC, IC Staff,
CIA or other related organization) to allow me to
complete 30 years duty in the Navy (ending in late 1986
or early 1987). My preference after the NIC tour would
be interesting duty (non-bureaucratic) at Langley or
