SUBJECT : Task Force on International Private Enterprise
1. The attached letter provides an update on Butch Otter's drive to
perform radical surgery on our country's foreign aid establishment.
2. As you will see, Butch's proposal drew more support that he had
anticipated. His major problem now, besides the usual reluctance of the Task
Force staff, is concern among some Task Force members over the question of
whether the Task Force has a mandate to go as far as Butch proposes.
3. Butch believes he would be helped enormously by a signal from someone
high up that indeed the White House would like the Task Force to consider
whatever may be necessary to make the President's Cancun proposals take hold.
4. Butch is looking for advice and, obviously, for some quiet help.
