(U) REF (B) NOTED SIMILAR INCIDENT ON 27 JUL. SUBSEQUENT TO THAT INCIDENT, AN INDIVIDUAL FROM THE OFFICE OF THE DDI (RM 7E47) CALLED THIS OFFICE AND REQUESTED THE CORRECT POUCH ADDRESS. DIS- CUSSION AT THAT TIME INDICATED THAT THE DIA COMPARTMENTED ADDRESS BOOK, WHICH WE REFERENCED IN REF (B), WAS NOT AVAILABLE TO CIA/OFFICE OF THE DDI AND THAT REQUESTS FOR COPIES WERE NOT FAVOR- ABLY APPROVED BY DIA. , 3. (U) SECOND INCIDENT HIGHLIGHTS THE IMMEDIATE NEED FOR IMPROVED SCI ADMINISTRATIVE COMMUNICATIONS BETWEEN ALL OF US. REQUEST DIA FORWARD APPROPRIATE COPIES OF DIA COMPARTMENTED ADDRESS BOOK TO CIA FOR INTERNAL USE. THIS IS NOT AN ISOLATED EVENT. WE HAVE PREVIOUSLY RECEIVED SCI MATERIAL FROM CIA MISADDRESSED. THIS MATERIAL WAS INTENDED FOR AIR FORCE ORGANIZATIONS NOT PROTECTED FOR BY AFSSO USAF, BUT WHICH ARE LISTED IN THE DIA COMPARTMENTED ADDRESS BOOK. THIS DELAYED RECEIPT BY THE INTENDED RECIPIENT IM- POSED AN ADDED ADMINISTRATIVE BURDEN ON OUR PERSONNEL. 4. (U) WE STAND READY TO ASSIST IN FORWARDING SCI MATERIAL, BUT BELIEVE EXISTING COURIER SYSTEMS PROVIDE MOST EXPEDITIOUS AND SECURE MEANS FOR TRANSFERRING SCI MATERIAL. TWO EVENTS WITHIN ONE WEEK ALSO SUGGEST AN INCREASING POTENTIAL FOR A SERIOUS SECURITY INCIDENT. 5. (U) AS WITH REF (B), WE MUST EMPHASIZE THE ONLY OFFICE AUTHORIZED TO RECEIPT FOR SCI MATERIAL FOR THE AIR STAFF I~ S THE H USeF SPECIAL SECURITY OFF7CF (Rn-dFi1 Tuc oc~iTAGON PASSING INSTRUCTIONS SHOULD BE INCLUDED ON BOTH THE RECEIPT AND PACKAGE.
