SUBJECT: NFIB Meeting on SNIE 90/91-3-82: The Implications
of the Falklands Conflict for Territorial Disputes
in Latin America
1. This SNIE was initiated due to interest by the DCI and
the Intelligence Community in the potential for the Argentine
invasion of the Falklands to serve as a destabilizing precedent
for other regional territorial disputes--especially the Beagle
Channel controversy. The SNIE focuses on the potential for
military confrontation between Chile and Argentina over the
Beagle during the next year or so, as well as the possibility
that other'contentious border disputes could flare up during
the same period.
2. The SNIE was drafted b of DIA on the
basis of extended discussions with and contributions from the
South America and Middle-America-Carribean Divisions of the
Office of African and Latin American Analysis, Both political
and military analysts were heavily involved in the drafting
process.
3. We are not aware of any particular substantive problem
that may arise at the NFIB meeting. The review meetings,
attended by Intelligence Community representatives on 23 and 26
July, were generally without controversy and neither we nor the
NIO office has received any subse vent feedback from other
agencies suggesting difficulties.
