SUBJECT: Implications of C-130 Sale to Algeria
1. The Department of State has requested an interagency intelligence
assessment on the above subject. Specifically the assessment addresses
Moroccan and Tunisian reaction, the relative military strengths of the
Maghreb countries, likely Algeria use of the aircraft and the sale's impact
on the Western Sahara conflict. The assessment is being prepared under the
auspices of NIO/NESA.
2. In view of State's request for a coordinated IIA by COB Thursday,
October 7, NIO/NESA has asked CIA/DDI to prepare a first draft
(attached). We propose to coordinate this draft telephonically and would
appreciate your comments no later than 1200 Thursday, October 7.
