There has been a large number of studies
issued regarding the difficulties entailed in
U.S. forces operating and maintaining high
technology military equipment. We are interested
in whether our adversaries are encountering the
same difficulties. Can you advise me of any
reports which deal in some detail with Soviet
problems in this regard, now that their weapons
