SUBJECT: Meeting with the DCI on NIO/GPF Projects - 14 September 1982
1. Today, I briefed the DCI on the GPF work program and on the key
findings of the Air, Naval and Ground Force Readiness IIMs. He quickly
sensed the policy ramifications of the findings regarding the nature and
size of the threat force in the Ground Force paper. He agreed that it
should be discussed at NFIB. He commented that the summary of the paper
should be shortened to just a few pages. As it is, we plan to add a "Key
Judgments" section of two or three pages.
2. The DCI mentioned that he will depart on Friday. 17 September. a trip overseas.
He would also like to see what we have
so far on the NIE on Warsaw Pact reliability.
3. He recalled a presentation by General Richardson (Array DCSOPS) on
1 September on Army unconventional warfare and said that he would like an
opinion on how we can provide studies identifying Third World situations
involving cross-border insurgency
4. I informed the DCI of the need for improved intelligence support
for DoD program and budget decisionmaking. He took note of the point.
5. We agreed that we should have periodic meetings to discuss topical
