It was a pleasure to meet with you on 26 October and to receive
your comments regarding our proposal for an NIE on Soviet forces facing the
Persian Gulf region. When we have a concept paper and terms of reference
we will forward then for your review.
During our discussion you expressed an interest in obtaining clear

delineation of Soviet forced labor practices. Enclosed is an advanced draft
of a CIA statement on the subject which will be released later on this month.
You will note that it is unclassified in its entirety, so it should be quite
useful for psychological leverage purposes. Of course, it may undergo some
slight modification in its final coordination, but any changes are expected
to be minor.
