That you approve the attached final draft Foreign Policy SIG study on bilateral defense cooperation negotiations (Tab B). (U) 2. Background. In mid-July, Judge Clark requested that the Foreign Policy SIG undertake a study of bilateral defense cooperation negotiations assessing lessons learned from past negotiations, reviewing-future negotiations, and suggesting broad guidelines and strategies. This study has gone through several iterations, and a final clearance draft (Tab B) has been released for agency review. Judge Clark's memorandum of 13 January (Tab A) requested completion of the study by 26 January. This deadline will be met. (C) 3. There are no intelligence issues involved in this study. There is some disagreement, however, on the question of undertaking a follow-on study which would provide a more comprehensive analysis of US overseas facilities and the criticality of their missions and thus provide the framework for a "global view" of US mutual security needs. All agencies except Defense support such a study. The reasoning behind, and issues involved in, this proposal are summarized in the Executive Summary at Tab B. From an intelligence standpoint, I see no reason to oppose the additional work. I have discussed this study with Dick Kerr, and he has agreed that the Office of Global Issues will be prepared to offer whatever substantive support is required.
