keeps calling me to ask where the
memorandum is that is to go to DCI and tells him about
uniformity and what is reasonable to expect on that score.
Remember, Harry produced a version on this theme that we
all thought was too downbeat under the circumstances.
Anyway, Harry thinks it's about time for our counter-
proposal to see the light of day.
