members to review carefully the Final Report and the
two security policy manuals in order to be certain that
each participating agency or department lists for
discussion those parts of the APEX package deemed by..
the organization to be worthy of salvage. 'If such
items are not tabled for discussion in the near future,
there is-little probability of their.survival as issues
