SUBJECT : APEX Steering Group Meeting, 9 September 198(

1. The 34th meeting of the APEX Steering Group was convened at
1333 on 9 September with the following in attendance:

2. The Chairman announced that the Industrial Procedures Hand-
book has been printed and is awaiting distribution. The Nondisclosure
Agreement is at the printers, and the Questions and Answers on the
Nondisclosure Agreement have been printed and are being disseminated.-
Still in the formulation process is the APEX termination form and the
access acknowledgment form. These are currently with the Office of

General Counsel, CIA. pointed out that Mr. Anderson
has suggested that, in view of.the completion of the indoctrination
guide, work should begin on audiovisual briefings for the operational

compartments, subcompartments and product categories. The Chairman
advised that he is willing to try to have these items produced,
but pointed out that APEX has received an inordinate amount of the
time and effort of the CIA Audiovisual shop. He suggested that other
segments of the Community might have to assist in the reproduction of
nontelevision media, i.e., slides and film. He will begin work on
scripts for IMAGERY, COMINT, and TECHNICAL product briefings as soon
as the respective manuals have been finalized. 0
3. The Chairman reviewed the press comment or L____] and advised
the Steering Group that the DCI has agreed that CIA and the APEX Control
Staff will not comment on these stories. All inquiries will be handled
b the White House Press Staff, which originally gave information on
~o the media. The Chairman commented that the New York Times
story of 7 September was fairly respectable, but that others seem to
have rather heavy political overtones. F- j took this
opportunity to reiterate his advice that a red team effort be mounted
to make a categorical counterintelligence assessment of the loss of
information relating to the APEX system or manual.
commented that the document accountability procedures and the separate
handling of operational material under APEX are calculated to improve
our security posture. Mr. Anderson commented that it would be difficult
to find identifiable damage to the national security in the revelation
of administrative information on how sensitive information is handled.
Similar information is available, for example, in unclassified Executive
Orders. I concluded'the discussion by reiterating that the
DCI's posture is. not to comment on this matter, and the Chairman
encouraged Steering Group members to adopt a similar posture.
4. The tasking paper for Working Group #5 and the draft schedule
for the Contracting Officers' Seminar on 6 October were handed out.
____Pointed out that most of.the DoD Contracting Officers are
approved but many do not have TK. It has, therefore, been decided
that the meeting will be held at the SI level. In addition, the Working
Group has decided to invite Program Manager representation to the meeting.
The Steering Group endorsed the Working Group proposals. The draft
schedule for the Industrial Contractor Seminar on 22 October was handed
out. Draft #7 of the HUMINT manual was handed out and
requested the members to provide written comments by 16 September. He.
pointed out that the COMIREX Working Group will spend 10-12 September
in an out-of-town training site working on the draft APEX IMAGERY manual.
He urged members who have comments to et them to their Working Group
representatives.by COB today, said that three days will
be spent in a continuous work session reviewing th r

of APEX for IMAGERY, and perpetuating' the "T" control system through
the appointment of AICOs and AISOs. The Chairman said he endorses
the process of a full scale review of the draft manual to identify
the issues to be followed by formal coordination. ^
5. I reminded the Steering Group that in August
members had been asked to be.:prepared to give status reports on
APEX readiness in their respective organizations. He requested that
reports be presented on 16 September (now 17 September) by Army, Navy,
Air Force, DIA, and OSD and that reports be presented on 23 September
by State, CIA, SIGINT Committee, COMIREX, NSA, SECOM, He
requested.that a written outline be prepared for each presentation.
The Chairman pointed out that the 3rd Quarterly Report to the DCI
will soon be due and that the presentations should be very helpful
in preparing.. the report. He also reminded the members that in a few
weeks.NFIB will sit down to consider the 1 January 1981 start-up date.
It was also-announced that the next presentation on Special Navy,
Programs will occur on the 30th of September. ^
6. handed out'a guidance paper on DoD resource
impact for the information of the membership. He also pointed out
that a memorandum on resource 'requirements will be forthcoming from
the Deputy to the DCI for Resource Management. Reporting for Working
Group #2, I said the letter to prospective participants
in the Contractor , eminar has been finalized and will be sen~ out as
soon as the DCI approves it.. On behalf of Working Group #5,
handed out.NFAC comments on the operational compartmentation roposals
which-have been placed before the Steering Group. on
behalf of the SIGINT Committee, reported that the draft TECHNICAL
product manual is undergoing final coordination at the agency principal
level. The Working Group on the COMINT product manual is meeting at this
moment and the manual is believed to be in the wrap-up stage.
commented that there will be footnotes in the COMINT manual dra ,, u
none is expected in the TECHNICAL manual. He suggested that many
sensitive-issues will come out of the deliberations overthe TECHNICAL
manual which will affect all NFIB agencies. He specifically said that
DIA has expressed an objection to the Program Manager having'approval
authority with regard to COMINT operational subcompartment access. 0
