SUBJECT : APEX - Kick-off for the New Nondisclosure
Agreement
1. The Community is about ready to begin APEX indoctrination. You
might wish to consider the desirability and practicality of having some
VIPs' sign the Nondisclosure Agreement before it is floated to the bulk
of Government officials.
2. Last week a group of Community lawyers were assembled to dis-
cuss various problems. APEX was among them. They collectively, espe-
cially State, opined that refusals to sign the NdA are likely. They
informally recommended that the process would be eased if the briefing
officers could flatly state that the NdA has been signed by the Presi-
dent, and/or the Vice President, Secretary of State, Secretary of De-
fense, you, Dr. Brzezinski, and whomever else can be dragooned. In my
opinion, the effort to get signatures will be easier and more successful
if it begins with the White House/NSC structure. You are the appro-
priate person to raise the manner of high-level indoctrination since you
have been directed by the President to implement APEX as Executive Agent
for the NSC.
3. You may wish to talk to or me about the benefits of.
getting the VIP signatures early on and aps to Dr. Brzezinski re-
garding its practicality.
