SUBJECT: APEX Single System
On 4 August 1980, the Director of Security asked that we
do a redraft of the papers and change the
major thrust. The following are the key points
wants sent to him:
a. What are we trying to say to the DCI? He
does not want a doom and gloom message, requesting a
crash meeting. He wants a reasonably balanced paper
that presents both sides of the issue.
b. Implementation, Stress that implementation
is proceeding but it is safe to say that we have not
reached the ideal in uniformity. There are still
some differences in terms of PHS, DCID 1/14, use of
polygraph, etc.
c. Acceptance. The spirit of APEX is being fol
lowed, but there is more disagreement within the
U.S. Government than in industry.
d. Summar ; The theme on APEX is "evolution"
rather t an "revolution" and we are making some
headway. SECOM sees the problem and will look in
due course at DCID 1/14, etc. This is an FYI status
report to the DCI and there is no need for a 10-minute
meeting.
