SUBJECT: APEX Special Access Control System
1. The President, acting upon the recommendation of the
Director of Central Intelligence, has directed the adoption of
a single system of compartmentation in the Intelligence
Community. This system is to be known as APEX. The current
programs of special compartmentation will be phased out;
individually they will remain in existence until such time as
APEX is implemented. The implementation of APEX will be phased
deliberately to allow senior review of major milestones.
2. The President has named the Director of Central
Intelligence as Executive Agent for the National Security
Council in establishing and operating APEX. The DCI, in turn,
has established two implementing mechanisms:
?A Special Assistant to the DCI for Compartmen-
tation.
*An APEX Steering Group, with representatives
from participating departments and agencies.
3. The Director of Central Intelligence has appointed

plement the APEX system proceed.
S. The DCI Security Committee obviously has considerable
equity in this new Special Access Control System, and will
have direct representation on the APEX Steering Group.
Deputy Director of Security for Community
Affairs will be the Security Advisor to the APEX Steering
Group. Office of General Counsel, will be
the Legal Advisor.
6. The creation of APEX is a major breakthrough but it
will require a great effort on the part of this Office to
assure its success. I certainly want all Office personnel to
do everything possible to facilitate the implementation of
APEX. Within the Office of Security I see significant contri-
butions will be necessary from several sectors:
*On the DD/P&M side I see significant work flow-
ing to the Policy and Plans Group as they
coordinate papers received from or
They will need prompt and thorough
staffing. Accordingly, it may be appropriate
for each Deputy Director to appoint a contact
for PPG on APEX matters. I also see a signifi-
cant DD/P&M contribution flowing from the
Special Security Center and its Compartmented
Information Branch. The former will have many
requirements in implementing APEX, particularly
in participating non-NFIB departments. The
Compartmented Information Branch will have a
major challenge in converting SPECLE II to 4C
technology. In the latter effort, considerable
initiative and creativity will be needed for a
smooth transition.
?Within the DD/PTOS I see major emphasis on
involving the Area Security Officers in the
APEX implementation effort. The Area Security
Officers must be given information and advice
on APEX policy and APEX procedures. This chal-
lenge will fall to the PTOS directorate. At
the same time, the Industrial Security Branch
will be expected to facilitate a rapid and
secure transfer to the APEX system by our
industrial contractors.

?Within the DD/PSI directorate the major focus
will be on issuing APEX approvals based on the
requirements of DCID 1/14. By using this same
criteria as now employed for SCI approvals,
including the requirement for 5-year updates,
there will be continuity with the SCI personnel
security programming of the past.
7. I know that the Intelligence Community has not
viewed the APEX proposal uniformly nor always necessarily
in a favorable light. Now, however, that the crucial
APEX decision has been made, i.e., to move toward implemen-
tation, I expect your fullest cooperation.
