SUBJECT : DCI-Dr. Brzezinski Meeting, 5 November 1980
Talking points for the DCI to use with Dr. Brzezinski.if he wishes
to discuss APEX:
-- The preparation to implement APEX proceeds, but less
rapidly than originally projected. "Day One" will not
occur on 1 January 1981. NFIB will discuss a new
start-up date on 18 November. Explanation of and
indoctrination for the overall scheme has begun. The
Community is engaged in-coordinating (with mu tiple itera-
tions of drafts, continuing discomfort from the complex
changes and the expected contention between collector and
user) the HUMINT, COMINT, and IMAGERY manuals. The first
draft.of the TECHNICAL manual is expected before the 14th.
-- There are two APEX indoctrination TV tapes: One basically
on "What and Why" (17 minutes) and the other on 'How,"
with orientation towards secretaries and clerks, registry
people, and the like (24 minutes). When you have the
time, you might look at them. (A third, about 6 minutes,
is for industrial "tin benders" who don't generally handle
papers).
-- The impact of APEX on working level people would be con-
siderably increased by some-visible signs that the leadership
of the Executive Branch is serious about eliminating what
are perceived as high-level leaks. And, if our people do
not see clearly such signs, we will miss one of the opportunities
afforded by the introduction of APEX to enhance security in
general. Consequently, any significant leak in the next 6-12
months is especially worth pursuing vigorously. Full cooperation,
