As you know, an 18 November NFIB is scheduled to review and, if necessary, adjust the APEX start-up date of 1 January 1981. I accept the fact that a large part of the Comity, as well as industry and 2nd Parties, cannot be ready to implement APEX on that date. I request, consequently, that in preparation for the 18 November NFIB meeting you concentrate on what will be a practical date on which to 7 2., In the consideration of settling a feasible date, please be prepared to discuss when you expect to have completed (reviewed by relevant DCI Committees, the APEX Steering Group and NFIB; printed and distributed) those APEX manuals for which you have prime responsi- bilities. Also, please be prepared to discuss the time required after manuals are available to co lete your access reviews and to complete your APEX indoctrination. . 3. Discussion on 18 November of need for additional FY 1981 re- sources to implement APEX will not be particularly useful. Obviously, such additional resources are not available. 4. You should be aware that I view the writing of the APEX manuals--for COMINT, IMAGERY, TECHNICAL and HU INT Product and for the several Operational and Operational Subcompartments--as the current priority APEX implementation task. I urge that you assure that those persons charged with drafting and coordinating these manuals have the necessary support and oversight to facilitate ra id completion of the involved process of completing their tasks. The caveat "HANDLE VIA APEX CONTROL SYSTEM" will be affixed to all newly created hard copy-documentation. ? The new caveat stamps will be utilized on hard copy. ? New APEX Control Numbers will be utilized for all newly created hard copy documentation. ? New APEX cover sheets will be used. ? New equivalency/conversion tables will be utilized. ? Understanding that project names or codewords will not be compartmented but may be classified CONFIDENTIAL or SECRET. Will require dissemina- tion of the classification of any project names/ codewords that are to be classified. 0 Other APEX implementation measures are encouraged as the several agencies are able to introduce them.
