This,memorandum presents what I believe to be a consensus of the APEX Steering Group (ASG) members' views on the viability of 1 January l98]. as the initial date for using APEX procedures. Para- graph-10 contains a recommendation. The APEX Steering Group members are-aware of the wrritin of this memorandum, but coordination has not been attempted. 2. Tab A is a coordinated ASG view of what should happen on "Day One." It includes items from Phases I, II, and III of the Final Report and'is a bit. grander than was envisioned-for the initial APEX appearance in the Final Report. The ASG, however, mostly believes that good security for APEX. information and effective APEX operation requires at leash the specified actions. 3. As you know, 1 January 1981 has been designated for APEX "Day One" subject to NFIB review and your decision. This review has been set for 18 November. There is concern that 18 November is too late (but, indeed, today would a1so .be too late)'if a 1 January 1981 date is to. stand firm. The review should look at readiness for initial APEX operation in three major avenues: US Government, US industry, and 2nd Parties. 4. I am reasonably positive that the NFIB members will report that they cannot be ready on 1 January. With variations, the US Government theme will be:' The'basic APEX indoctrination materials have been widely available only since about 30'September.
