Questions Concerning APEX Implementation

1. Where will the APEX Central Registry be located and on what
basis will sub-registries be established?
2. How will APEX affect current receipts of material produced
by foreign governments?
3. What kinds of.receipts will be used for transmitting APEX
material? Will different receipts be required for the various
categories of APEX documents?
4. How will "need-to-know" be determined short of addressing APEX
material to named individuals? Will APEX preclude dissemination
to the office/division/branch levels with no specific addressee?
5. What types of forms must be filled out to register individual
access to APEX material?
6. Will there be special indicators on badges to identify individuals
who are cleared for APEX? Will there be different symbols for
different APEX categories?
7. Will APEX material require special storage within a Special
Purpose Vault?
