SUBJECT: HPSCI Request to DOD for Authority to
Courier Classified Material
1. Attached for your information is a copy of a letter
dated 7 September 1979 from Congressman Boland, Chairman of
the House Permanent Select Committee on Intelligence (HPSCI),
to the Secretary of Defense which requested Secretary Brown to
authorize eight Committee staff members to act as couriers
to carry classified material, ostensibly between DOD buildings
and Capitol Hill.
2. The letter was furnished, for information, by
STAT who further advised that the DIA reply
to the letter (now in draft) would accede to the request
insofar as it pertained to DOD originated collateral classified
material, but would note that the DCI had security cognizance
for all SCI accesses and procedures for the Congress. The
DIA reply will further note that any permission to allow
Congressional staffers to courier SCI material should be
directed to the DCI.
3. You may wish to bring this matter to the attention
of the Legislative Counsel as a possible Congressional request
in the future.
