SOUTH VIETNAM
The Military situation
Military activity dropped to the lowest level
in nearly a weak, with most o!; the action now con-
contratod in the delta. South Vietnamese forces are
continuing security operations in several areas,
with particular stress on the southern portions of
Chuong Thion and Dinh Tuong Provinces, according to
Military Region 4 commander General Nghi. Nghi also
told the US consul general in Can Tho that he had
ordernd defoliation operations in Chuong Thien and
An Xuyon prcvincos, where relatively sharp fighting
continues.

Only limited action was reported in the Saigon
region; neither side was doing more than defensive
patrolling. In the north, the Communists continued
their harassment of government units in the coastal
provinces, but at a much reduced level. Apparently
as a result of the lull, a long-postponed redeploy-
ment of South Vietnamese airborne, army, and marine
units in the northern three provinces is scheduled
to start today. 25X1

of a government territorial unit from positio,zz near
the Communist-held village of Trung Nghia. Commu-

The negotiations, in Vientiane have apparently
ground to a halt. The government's chif,i' negotiator,
Phong Phongsavan, has not mat with Phoumi Vongvichit
since 7 June. No stated that the government has
compromised as much as it can and that the negotia-
tions will make no progress until the Communists
make some concessionn_ 'rime Minister Souvanna late
last week seemed convinced t'L:at the Communists are
waiting for the results of the Paris talks before
showing their hand.

Route. 2 sortc 20 miles from Phnom Penn on 11 June and
set up now positions closer to the capital. Govern-
ment sweep operations west of Route 3 have been surpendod,
and all troops have been pulled back to defensive
positions along the highway about 15 miles from Phnom
Penh. East of the capital, the Communists on 11 June
launched new attacks against several small government
positions along the west bank of the Mekong River
opposite Noak Luong. The Communists probed other
