This memorandum responds to your request that we review the separation rate for ODE professionals at the GS-14 and GS-15 level. To establish any trends, the ODE separation rates were compared to the Agency separation rates for the same GS levels for the period FY 1979 - FY 1983. While this comparison showed a strong past consistency between ODE and Agency separation rates, FY 1984 rate comparisons show a marked reduction in the rate of senior separations from ODE. Based on experience through March 1984, the annualized rate for ODE is 3.92 percent, as compared to the 6.79 percent Agency rate. 2. The table below lists the separation rates for the Agency and ODE.
