Approved For Release 2008/04/01: CIA-RDP86-0004OR000100030003-9 4 August 1982 MBK-0021 MEMORANDUM FOR: Director Foreign Broadcast Information Service THROUGH : Chief, Operations Group SUBJECT : Monthly Report--Bangkok Bureau--July 1982 July was dominated by logistical activity. Chief Engineer and his staff were principally occupied the entire month. with preparing apartments within the Embassy new housing program for the arrival of four staff officers within 5 weeks. In addition to the normal activity of hooking up all appliances and installing air conditioners, the staff had to either arrange for or move newly purchased furniture sets into the new quarters and see to the delivery and installation of carpeting and curtains. With none of the existing staff quarters being included in the housing pool crew was further burdened with the unusual task of dismantling an cleaning up all vacated quarters of the four departing staffers. Following this summer's large turnover, only one bureau staffer will remain outside the housing program. A. Monitorial/Editorial 1. Developments in Indochina remained at the center of bureau operations during the month. In an apparent attempt to turn international attention away from the formation of the Coalition Government of Democratic Kampuchea, the foreign ministers of Laos, Kampuchea and Vietnam met in Ho Chi Minh City where they issued a number of "peace proposals" designed to entice ASEAN into mitigating its support for the new coalition government and to enter into a regional dialogue with the Indochinese countries. These proposals were quickly rejected by the ASEAN countries. One of the most striking of the Indochinese peace overtures was the announcement of a partial withdrawal of Vietnamese troops from Kampuchea. This demarche started off on the wrong foot as far as the Approved For Release 2008/04/01: CIA-RDP86-0004OR000100030003-9 STAT STAT STAT Approved For Release 2008/04/01: CIA-RDP86-0004OR000100030003-9 Vietnamese were concerned, however, when in spite of numerous announce- ments in the Kampuchean and Vietnamese media of the departure of various units from Kampuchea and their subsequent arrival in Ho Chi Minh City where they were said to have received a festive greeting, foreign correspondents in that city reported no troop movements or gatherings of any sort. These reports led to a number of corrections and clarifi- cations issued by the Vietnamese. Also of great interest was the visit of SRV Foreign Minister Nguyen Co Thach to three ASEAN countries and Burma to explain the new Indochinese proposals. Vietnamese handling of this event was unusual in that they failed to mention his departure and subsequently reported that he was on a "private visit." 2. Alerted by a Mission contact to the possibility that the KPNLF had begun independent radio transmissions, the bureau mounted a cruising effort to monitor this new radio. Several days of listening, however, revealed no trace of the radio. Cruising efforts continue. B. Lateral Services 1. The Bureau was asked by an officer of the Mission's Orderly Departure Program if Vietnamese media had reported a"P'r-oclamation 31" imposing severe penalties on persons attempting to flee the country illegally. He also asked if the bureau had monitored any reports on arrests of illegal emigrants and the penalties imposed on them. The bureau provided the officer with copies of a number of reports on arrests and convictions of persons apprehended while attempting to flee Vietnam but was unable to locate any mention of "Proclamation 31." The bureau's information was incorporated into a State cable and the bureau subsequently agreed to supply the mission's Refugee Office with copies of all monitored items on refugees. A. Personnel 1. Other At the request of the Ambassador, the bureau chief met with DCM Stapleton Roy and Acting Administrative Counselor Truman Brown on 21 July to discuss the impact on the Mission caused by FBIS' withdrawal from the State Department's Foreign National Wage and Classification System. Assurances were given the DCM that the withdrawal would bring about little if any change in the bureau's relationships and dealings with the rest of the Mission. Earlier in the month, similar assurances were given the local RAMC chief, Sid Blakely. To the bureau: 1. John Muehlke, the new consul in Udorn in northeast Thailand, visited the bureau on 12 July for a briefing and tour. He requested several local lateral services, which will be arranged in August. 2. visited the bureau 19-22 July as part STAT of his survey of health and living conditions of FBIS foreign national employees. COMMUNITY ACTIVITIES The bureau chief and his wife were among the official guests invited to the Embassy's traditional 4th of July reception held this year on 2 July at Ambassador Dean's residence. Ambassador and Mrs. Dean also kindly hosted a farewell reception on 3 August for the outgoing bureau chief and his wife that was attended by a number of FBIS couples and personnel from other Mission components.
