SUBJECT Monthly Report--Gulf Bureau-November 1982
The Gulf Cooperation Council summit in Manama 9-11 November
highlighted the bureau's coverage efforts in November. Taking

broadcast proceedings and videota ed all major events covered by
television. The effort demons`-`tra ed the continuing maturity of
th-e a- '-s Arab team. The Ambassador and the USIS representative
were effusive in their praise for the bureau's quick and accurate
translations in support of the embassy's reporting requirements.
II. OPERATIONS
A. Editorial/Monitorial
1. The major Riyadh Domestic Service newscast at 1130 GMT
daily almost became a regular coverage feature at the bureau during
the month with the Arab team_ proces_s.ing--ne.ax.L _half of the month's
broadcasts, because of t e BBC's continued reception difficulties
at* Caversham. This coverage compliments the bureau's recently
added coverage of the new Saudi second program from Jidda which
often broadcasts major Saudi news stories prior to the Riyadh
newscast.
2. For well over the past year and a half the bureau has
routinely maintained an open-speaker watch on early morning Tehran
Domestic Service programming, covering live the hourly newscasts
during 0430-0730 time period, because the BBC has not had a Persian
monitor on duty until 0730 GMT. However, in an effort to tie up
loose ends we formally assumed primary coverage of this early morning
programming this month with the BBC's acquiescence. A recent illus-
tration of the value of this early morning live coverage was that
we were able to report the initial announcements on 7 November of
the start of the most recent Iranian offensive against Iraq in the
Gulf war, and the subsequent acknowledgement of the attack by
Baghdad radio.

3. Even following the start-up of a new Iranian television
transmitter in Busher recently we have still not been able to
monitor Iranian television with any consistency. Efforts continue.
However, during the month the Iranian team was able to confirm
that the clandestine Mujahedin-e Khalq radio, allegedly destroyed
by Iranian forces, was still on the air.
4. In addition to the Baluchi sample coverage reported
last month, we are also sampling Pashto programming beamed by
Peshawar radio. As with the Baluchi programming, Islamabad unit
is recording and pouching the material to us for evaluation.
Separate cruising reports will be filed in due course.
