SUBJECT: Monthly Report--Hong Kong Bureau--February 1982
The bureau chief met on 12 February with two visiting IC staff
members fora briefing on bureau operations. They were particularly
interested in the effects of the FSN classification system on the bureau
(having obviously gotten an earful before hitting Hong Kong). The
problems of finding and retaining qualified Mandarin speakers in
Hong Kong and the difficulties of competing with private industry were
discussed. They expressed the opinion that FBIS performed a very valuable
service on a small budget and wondered what we could do with more money. o~
II. OPERATIONS
A. Editorial/Monitorial
1. Publications Procurement -- February saw the resumption of
several PRC newspaper and journal subscriptions that had been in jeopardy
the month before. The problems began when both the Consulate Press
Procurement Unit and its counterpart in Beijing inexplicably allowed
several subscriptions to lapse. After much bureau intercession and
coordination, the papers started arriving on schedule at the beginning of
February, including one title, NINGXIA RIBAO, we had been unable to
obtain. HUBEI RIBAO, however, is no longer available. No one is sure
why or how long this situation will last but political problems in Hubei
Province have been suggested as a possible cause.
2. Service to Embassy Beijing -- On 7 February, the bureau received
an urgent phone call from Embassy Beijing political officer Charles
Martin requesting the widely reported Reuter interviews with PRC Vice
Premier Wan Li and Vice Foreign Minister Zhong Xidong. The interviews
had created interest for, among other things, Wan's reference to Deng
Xiaoping's retreat to the "second line" and Zhong's reference to a "crisis"

in Sino-U.S. relations. After ascertaining that the celebrated Beijing
interviews were available almost everywhere but Beijing, the bureau
filed them only to the embassy.
3. Immigrant St -- DPO Richard Williams has taken up the case
of press monitor -tus who was turned down by the Department of
State for special immigrant status. Although the consular section had
said no appeal against the decision could be made, the DPO has asked
the personnel office and the consular section to make further enquiries
into the matter with the Department in an attempt to get the decision
reversed.

Recommended steps to upgrade bureau security were completed with the
installation of the closed circuit television system. Both hallway
doors leading to the FBIS and DEA area are now locked, sealing off the
corridor to the general public.
