BOX 1056 KEY WEST, FLORIDA 33040 MFL - 2016 8 March 1982 MEMORANDUM FOR: Director, Foreign Broadcast Information Service THROUGH Chief, Operations Group SUBJECT Monthly Report -- Key West Bureau -- March 1982 On 15 March of the agency Drug and Al- cohol Abuse unit presented a 1-hour program to the bureau staff on dependency and abuse, outlining the problems caused by such abuse or dependency and presenting details of the agency's pro- gram to help employees with such problems. The program also in- cludes a period of orientation for supervisors. This period emphasizes guidance for the supervisor in handling such problems and information on the help available from the agency at large. Technical As a part of the ongoing program to improve bureau recep- tion capability in the Caribbean, the bureau asked for and re- ceived permission from the Navy to install a temporary, experi- mental "wave antenna" on land outside present bureau compound or antenna fields. This antenna is now in place and will be tested during April. During the month the bureau received a Sony video cassette recorder for use in its program of recording and providing video- tapes of significant televised events in Cuba. There was no significant change in reception of monitored frequencies during the month. regional engineer for the Americas, visited the bureau on 15-16 March and discussed the bureau's various an- tenna and equipment problems and needs with bureau personnel. of the agency's Drug and Alcohol Abuse office visited the bureau and presented his office's program on the morning of 15 March. Bureau, arrived on a monitor coordinator from Paraguay 23 March. to replac Energy, its scarcity and cost, is a serious problem in the Keys. So much so that on 25 March-Captain Thomas Brown, com- manding officer of the U.S. Naval Air Station in Key West, cal- led an urgent meeting of all command officers and chiefs of tenant groups. At this meeting, attended by Key West Bureau chief, Captain Brown reported that the Navy is taking very stringent measures to conserve energy and warned that unless all units should also do s-o the Navy would not be able to pay for air conditioning come summer.
