SUBJECT Monthly Report - Key West Bureau - January 1982
I. GENERAL

A. Monitorial/ Editorial
Headquarters linguist arrived on TDY on STAT
10 January. She will remain through March, at which time it is hoped
bureau staffing will be such that the bureau will be able to operate
with no further TDY staffing except during special events and holiday
periods.
At the invitation of Yasutome, the bureau
chief and Communications Officer attended a CommunicaticSTAT
Restoral Contingency Plan meeting held to determine minimum essential
telecommunications operating requirements for contingency restoral in
the event of a catastrophe cutting off all communications links to the
lower keys. The meeting was held on 14 January 1982 and attended by
Key West area representatives of military and government agencies.
Building and Grounds
Key West Bureau has received official written authori-
zation from the Commanding Officer, Key West Naval Air Station, to
build a 62' by 21' addition to the north side of the present opera-
tions building.
Chief of Budget and Finance, visitedSTAT
the bureau from 8-12 January. During this period he provided the new
bureau chief with a great deal of valuable guidance in ureau accoun-
ting procedures. STAT

1. Cuban medium wave reception was generally good with a few
casts marred by atmospherics and several by interference from
U.S. stations. Video reception of Cuban television was mostly
fair to good. Of a total of 67 casts, video reception was
rated as follows: 18 good, 20 fair to good, 19 fair and
10 poor to fair.
Havana Voice of Cuba in English to North America and the
Caribbean remained off the air during the month.
2. Reception of Nassau Domestic Service was mostly good.
Belize Domestic Service was heard in mostly fair reception.
3. Kingston Domestic Service (Radio Jamaica, RJR) was heard in
mostly poor to fair reception with 8(casts unheard.
4. St Georges Domestic Service was heard in mostly fair to good
reception with one cast unheard.
5. Santo Domingo Radio Mil (1180 KHZ) was heard in generally
poor to fair reception with 3 casts unheard.
6. Mexico City NOTIMEX experienced 3 days of outages.
7. Bridgetown CANA experienced 6 days of outages.

1. Antennas: Surveyed antennas currently in use. Checked, verified
and/or corrected existing records and diagrams for azimuthal directivity
of individual antennas and tower and pole locations. Prepared rough
sketches for later consolidation in an antenna package to go into the
bureau note book. Made preparations for installation of an improved
longwire antenna.
Installed additional coax cables from monitoring room multicoupler
rack to cruising position to provide direct access to the Kerschner &
Wright loops and external antennas for the cruiser's Sony CRF-320
receiver.
2. TV Monitoring Setup: Began planned reconfiguration of TV control
rack, correcting a number of wiring faults resulting from the connection
of equipment with unbalanced audio inputs and outputs to the balanced
lines of the original audio distribution and patching system. Rearranged
patch panel positions in a logical manner, eliminating the need for
patch cords for normal operations. The most important result of this
work so far is that, henceforth the sound on the video tapes supplied
by the bureau will derive from the stable and powerful TV-tuner audio
outputs rather than from the weak and unstable outputs of vintage FM-
receivers.
3. Equipment: Adapted Watkins-Johnson WJ-8731A receiver for use with
separate high and low band antennas. This receiver is primarily used
for backup audio coverage of Havana TV, channels 6, 9, and 13.
Installed a third cassette recorder in the cruising position for
use with the Sony CRF-320 receiver to facilitate the cruiser's record-
ing tasks.
