SUBJECT: Monthly Report -- London Bureau -- September 1982
A. Chief, Operations Group, arrived 29 September for " "?
several days of discussions with bureau, BBC, and Embassy officers.
B. BBC's HRD retired on 29 September to the regret STAT
of bureau officers, who gave a lunch in his honor at the White
Hart in Sonning on 28 September. Also present wer STAT
successor, and recently named to the new SbIAI
A. Editorial/Monitorial
1. A Brezhnev appearance on 13 September at a Kremlin ceremony
for three cosmonauts finally scotched rumors circulating in
the Western business community for days that he was dead.
Later in the month Brezhnev flew to Baku to present
Azerbaijan with the Order of Lenin and to deliver a 44-minute
address highlighted by remarks on relations with the PRC.
He was interrupted 3 minutes into his speech by an aide, who
apparently informed him that he had been reading the wrong
speech and switched him to the correct one.
2. The bureau and BBC reviewed and coordinated joint measures
to cover Soviet media in the event of Brezhnev's demise.
The BBC is prepared to lay on sign-on to sign-off television
coverage in addition to thorough coverage of radio. The BBC's
efforts are to be augmented by in-depth video treatment by
bureau personnel and an analyst on TDY.

3. Marshal of the Soviet Union Ivan Bagramyan's death at age 85
occasioned a lying-in-state ceremony and funeral attended by
most MDscow-based politiburo members. Headquarters requested
that videotapes of these functions be expedited.
4. In attempting to expedite the Bagramyan tapes via GELCO, a
courier service the bureau has just begun to use, we learned
that U.S. Customs has thrown an effective roadblock in the way
of plans to expedite tapes over the weekend by requiring an
explicit and detailed disclaimer regarding the importation of
pornographic materials. GELCO must obtain advance permission
from Customs to bring in tapes, and this particular Customs
Office is not open on weekends.

Poland continued. to claim its share of attention. The
aftermath of widespread disturbances in August was reported
at length, including a midmonth plenary session of the Sejm
that featured a speech by Internal Affairs Minister Lt. Gen.
Czeslaw Kiszczak charging that opposition activities in Poland
were being strategically directed from outside the country.
From 6 to 9 September bureau editors were very busy covering
the story of the occupation of the Polish Embassy in Bern by
gunmen demanding that Poland lift martial law and free
political prisoners. Swiss police successfully ended the siege
on the 9th, although critical Polish commentary laying the blame
on Western media for creating a climate that encourages such
actions continued.
6. News on the Middle East front moved swiftly along from
reaction to President Reagan's Mideast settlement proposa
very competently wrapped up by Senior Editor to STAT
the Arab summit in Fes, furious East Europe aneas
reaction to news of the massacres in Beirut, clashes between
Saudi police and Iranian pilgrims, and finally reports of a new,
major Iranian offensive against Iraq on 1 October.
7. The BBC conducted another survey of Algiers VOP using remote r/
antennas at Porthcurno, Cornwall, which was sufficiently
successful to allow BBC to place this service on permanent
coverage.

8. The Kenyan situation continued to boil, and more Kenya Air Force
rebels were sentenced throughout the month. In a speech on 23
September at a rally in Nairobi President Moi asked citizens
to report the discovery of any weapons to the police, whom he
praised for improving security in the capital. He urged Kenyan
leaders to refrain from corruption and to actively participate
in the fight against tribalism.
9. The early model editorial lazy Susan crafted by
many years ago has been replaced by a Mark III model comp iments
of Okinawa Bureau. The new Susan, also basically designed by
promises even more efficent bureau production.
fl 10. KOMMUNIST No's 12 and 13 arrived at PMU either the same day or
earlier than they arrived at Vienna, thanks to newly instituted
air delivery.
11. PAN resumed normal coverage of the Arabic language press from STAT
NEAAD upon return from leave. Gulf Bureau agreed
to take over coverage of Kuwait AL-WATAN from PMU on a permanent
basis.
12. Coverage of the Nordic and Netherlands press was transferred to
ELAD during the 2 weeks that PMU's Scandinavian/Dutch monitor
was on leave.
13. Okinawa Bureau Russian monitor) visited PMU during STAT
his TDY at London Bureau and discussed Okinawa's experience
with Soviet PRESSFAX processing with PMU officers. All were
impressed by the quality of the PRESSFAX samples that) STAT
B. Communications
The torn-tape relay backup for Nicosia continued throughout the
month, an average of 310 messages daily both ways.
C. Technical
All Extel equipment is at present being brought up to specification
according to service bulletins received from both Transtel and
Headquarters Engineering Division.

Chief of Operations visited the Cologne/Bonn
2. As the SPD-FDP government coalition crumbled in Bonn the unit
was kept busy covering the State of the Nation Address
presented by then Chancellor Schmidt on the 9th, Schmidt's
announcement on the 17th that the FDP ministers had quit the
cabinet and his call for new elections, and the debate on 1
October in the Bundestag prior to the vote of no-confidence.
3. Initial attempts to obtain videorecordings of East Berlin TV
on an ad hoc basis proved successful, and the unit has begun
filing vsl's.
4. The lengthy text of the CDU/CSU-FDP coalition agreement was
processed at the request of the ambassador's office.
E. Islamabad Unit
1. With improved reception of Xinjiang in Hong Kong, the unit
ceased this recording and mailing operation. It continues
to record Tashkent Uighur for the Gulf Bureau.
Bangkok Bureau staff engineer, performed
TDY at the unit to cover for the unit Chief's leave in the
States.
