MEMORANDUM FOR: Director, FBIS

SUBJECT . Monthly Report--Nicosia Bureau--March 1982
With the exception of a brief period of high tension between Greece
and Turkey early in the month, the bureau coverage area was unusually quiet
during March. Bureau activities were highlighted by personnel issues, in-
cluding the placing into processing of a ne monitor and a new tele-
typist--both, perhaps coincidentally, named r~ Not so coincidentally, STAT
both had test results well above any other candidate.

Our new Arabic candidate is a 20-year veteran of the Middle East News
Agency, now serving as deputy managing editor of MENA's English-language
service. Our Cairo recruiting trip uncovered several other acceptable
candidates who remain interested in a job with FBIS, but our second Arabic
vacancy shall not be filled until we reach a decision on whether Nicosia
still needs two Arabic monitors with Hebrew capability. If security checks
can be expedited, we hope to have our new monitor on board around 1 May and
our new teletypist in mid-April.
The Department of State decreed a new Nicosia FSN salary scale to
start on 21 Mar, but an immediate and strong cable rejecting the scale from
Ambassador Ewing delayed its implementation. At month's end, the salary
scale was still being debated, with the issue of COLA retroactivity bounced
back to State's legal office.
A. Monitorial/Editorial
1. Reception of Tripoli Domestic Service morning casts deteriorated
to very poor to unmonitorable at the beginning of the month, forcing Nicosia
to all but drop coverage of the radio. The Bureau continues to spotcheck
the radio during established morning newscasts and will resume coverage when
reception improves.
2. At the request of Gulf Bureau, Nicosia checked its reception
of Moscow in Persian and found that the radio could not be heard significantly
better here. Nicosia is now backstop recording the radio's 1630-1730 GMT
cast and will provide fills or cover the cast when Gulf's reception precludes
processing, although Gulf Bureau has thus far not required help.

B. Lateral Services
At Headquarters request, the Bureau forwarded an almost-complete
set of videotapes on the extensive Nicosia television coverage of Greek Prime
Minister Papandreou's 27 February - 1 March visit to Cyprus.
C. Technical
1. The Bureau's new 115VAC regulated power system has been
completed with the installation of two separate supply systems.
2. The complete repainting of the Bureau's interior is now finished.
III. ADMINISTRATION
A. Personnel

A. On 4 March the Bureau was visited by a European area security officer.
He made an inspection of the Bureau and has since made a few specific recommen-
dations concerning volume of classified material retained and on emergency
power hookups for security systems.

B. T isited from 4 - 7 March by BBC Listening Room
Supervisor who was on a regional bureau familiarization tour. STAT
C. The deputy director of State Department's EUR/SE Division, Gregory
Ogden, visited the Bureau on 30 March and was briefed by the Bureau Chief.
D. Regional Engineer isited Tel Aviv on TDY 2 - 9 March. STAT
