SUBJECT . Monthly Report--Nicosia Bureau--January 1982
The bureau's file for January largely focused on preparations for and
maneuverings about the anticipated 25 April Israeli withdrawal from the
Sinai. As critical comment sharpened between Egypt and Israel, primarily
on the Palestine issue and the status of the Golan Heights, Secretary Haig
made two trips to the area. Egyptian comment on these visits indicated the
autonomy talks process faces rough sailing. Meanwhile, new President Mubarak
has continued making changes in Egyptian policy with a Cabinet reshuffle on
2 January, continued loosening of the tight domestic restrictions imposed
by assassinated President as-Sadat and evidence of a thawing trend in relations
with the Arab world and with the Soviet Union.
Both Lebanon and the PLO reacted adversely during the month to press
reports that Israel may test Egypt's resolve to maintain its Camp David line
past the 25 April Sinai withdrawal by launching another major offensive
against Palestine positions in southern Lebanon before that date.
The Egypt/Sudan vs Libya propaganda campaign continued during the
month with several reports from each side that the other had been targeted
by unrest and coup and leader assassination attempts.
Both sides of the Cyprus issue reacted favorably in January to the
appointment of former UN representative to the Cyprus talks Perez de Cueller
as UN Secretary General--former Secretary General Waldheim had become a
center of controversy by-submitting a proposal on the talks which was
criticized highly by the Greek Cypriots--but the atmosphere of the talks
was soured badly by countercharges that the two sides were preparing for
renewed military action.
A. Editorial/Monitorial
1. The bureau has started scanning and filing video selection lists
on Cairo Domestic Television Service. The tapes are supplied by Tel Aviv
Bureau and are processed here on a delayed basis. In the spring when warmer
weather returns to Cyprus, we will again attempt to monitor Cairo TV live.
2. On 8 January an editorial report was filed on the content of
Tashkent Uighur casts for the 21-30 September period. Tapes for these casts
had been mailed to Nicosia from Islamabad and were processed by our Turkish
contract monitor. Headquarters has decided this editorial report format is
desirable, and attempts are being made to provide delayed-processing cover-
age at Gulf Bureau.

3. The bureau temporarily dropped coverage of the Turkish press
on 29 January while contract monitor is in London for medical
consultations.
B. Lateral Services
1. At the request of the BBC, the bureau assumed coverage of the
Moscow in Greek to Greece 1600-1630 and 1900-1930 GMT casts for 13-15 January
and for about four weeks starting on 23 January.

a new Armenian-language program heard on the Arabic-language clandestine
Voice of the Arabic Revolution Radio, the bureau instituted a search for the
which identified itself as the "Voice of the Armenians of
Lebanon." Work continues on revealing the transmission schedule and content
of these broadcasts, although the bureau does not have sufficient Armenian
capability to fully monitor the casts.
4. In response to a request from the U.S. Embassy in Athens, the
bureau texted a 6,000-word article from the Athens newspaper I KATHIMERINI
outlining the Greek Government's plans for negotiations with the United
States over military bases.

1.1 H-a 235ft vertical longwire antenna and remote antenna control STAT

were dug to each antenna and pipe laid for antenna coaxial/control
cables. Power wiring was permanently installed in the shed.
2. The TTY room is now wired to the new 115VAC power system.
3. A local carpenter delivered stands designed to hold 2 each recorders and
the dual crossover control unit.
