SUBJECT: Monthly Report, Okinawa Bureau--November 1982
A. U.S. commanders and senior officers were greatly relieved
at the outcome of the midmonth Japanese elections to the upper
house of the Diet and to the governorship of Okinawa in which
the "antibases" gubernatorial candidate received a sound defeat
in the vote. Voter turnout was described as unprecedentedly
high, and U.S. officials privately termed the reelected governor,
Nishime, as a person with whom they can work.
B. FBIS Director visited Okinawa 9-12 NovembeSTAT
and met with Maj. Gen. o n i. ips, USMC; Consul General
Edward Featherstone; and several senior U.S. officers attended
a reception for him at the Bureau Chief's residence. While at
the bureau, the director briefed U.S. staff on Headquarters
developments, with special emphasis on FBIS' long-term moderniza-
tion plans.
C. Bureau coverage of the death 10 November of Leon c id
Brezhnev was the theme of an article in the Okinawan papeiF RYUKYU
SHIMPO on 12 November, which claimed that the bureau's "informa-
tion gathering activities" were the "largest in scale" since
the death of Mao.

A. Editorial/Monitorial
1. Coverage of Soviet television and pressfax
media on the 11 November announcement of the death of Brezhnev
and succeeding events was the bureau's main operational pre-
occupation during the month. The bureau's Russian capability
was greatly enhanced with the TDY of London PMU monitor/editors
In addition to processing a high STAT
volume of timely press ma erial related to the aftermath of
Brezhnev's death, they texted, with the aid of Russian Unit
Chief the 12-take Baybakov and the 10-take STAT
Garbuzov reports to the 23 November session of the USSR
Supreme Soviet from the 24 November pressfaxed IZVESTIYA.
Both reports were filed in time for publication in the
24 November DAILY REPORT.
2. Considerable China copy was generated by the fifth
session of the fifth National People's Congress, which opened on
26 November. The session is expected to last for approximately
2 weeks. So far the proceedings have featured speeches by Peng Zhen,
Premier Zhao Ziyang, and Finance Minister Wang Bingqian.
B. Coverage
Okinawa's regular coverage of USSR pressfax material,
begun officially on 5 November, yielded a significant portion of
the bureau's total production for the month. Russian output--
boosted by events following the death of Brezhnev and by the
TDY assignment of two monitors from London PMU--was the second
highest in the bureau (outdone only by the total of the two
XINHUA services), registering nearly 96,000 words with almost
84,000 of these coming from pressfax material.

A. Regular coverage of USSR pressfax transmissions, begun
by the bureau on 5 November and which peaked in connection with
the death of Brezhnev, proved to be quite labor-intensive during
the month; the tech staff, including the chief and staff assistant
along with the local technicians and cruising specialists,, logged
approximately 460 hours of regular time and overtime in order to
maintain the coverage.
B. The bureau procured at no cost an 8-foot microwave dish I
antenna from a U.S. Army signal unit on-island in exchange for
an excess UHF antenna that had been in storage STAT
Bureau technicians have assembled a low tower on which ey have
mounted the antenna. Testing will begin in early December.
IV. ADMINISTRATION
