The tenth anniversary of Reversion (15 May) passed with no incidents affecting bureau operations. The Kadena Prefectural Police had forewarned us, along with Torii Station and Hanza, that there might be disturbances locally in connection with demonstra- tions and marches planned island-wide and on the mainland for Reversion Week. As a precaution we employed local contract guards for the nights of 8 through 15 May to be present in the compound and to patrol the perimeter fence line. B. The bureau was audited from 20 to 27 May. There were no major problems although some minor recommendations were made. A. Monitorial/Editorial 1. We undertook full processing of both the 22 May talk by Yuriy_ Zhukov, chairman of the Soviet Committee for the Defense of Peace, and the 29 May "Studio 9" program from Moscow television. This marked the first time since the new Russian monitors came on board that the bureau has undertaken full processing of these two programs, the previous SOP being split coverage with LD/BBC. 2. The chief editor and senior edito ad STAT fruitful talks with Chief/AG, during her visit STAT to the bureau. Several long-standing questions on coverage and processing of Chinese material were discussed. Moscow television coverage also was discussed, with the result that the bureau now has a much better understanding of what AG requires dur' y stage of rationalizing television coverage STAT and 7~has a better understanding of our capabilities and limitations. Fujian Front PLA Radio changed its broadcast time and broadcast pattern effective 1 May. No program currently broadcast appears to merit coverage. We have checked the program "Lectures on Policy" periodically throughout the month and early in June and found that the same material is being repeated day after day. We will continue the spotchecks. 4. We placed Quezon City RPN Television Network in English 1100-1130 GMT on regular coverage in mid-month; it had been on experimental coverage since January. Our Vietnamese monitors are handling the minimal amount of processing required. 5. We took over most of Hong Kong Bureau's coverage on 31 May because of damage to its microwave system caused by a lightning strike. 6. As a result of increased consumer interest in the Taiwanese press, we have added six new publications (daily papers and monthlies) to our subscription list. B. Special Services To meet a request from Torii Station, we are now providing on a once-a-month basis a Chinese voice tape, with English translation, for training. Torii Station will be replacing the few tapes involved. C. Technical 1. The long-awaited pressfax system (the FAX K-661 Recorder, the Kodamatic Processor 17B, and the Rapicom Interface Unit) arrived undamaged on 21 May and the necessary chemicals arrived ten days later. The system is in place in the darkroom and chief engineer has begun testing. One problem that has developed is that the line rate of the pressfax signal has changed to 50 Hz since last observed. STAT 2. The Hellschreiber page printer failed twice in the last month. Our bureau technicians were able to fix it in both instances. Nonetheless, it remains near death and we are anxiously awaiting a "phoenix" that hopefully will emerge soon in the form of a new unit being developed in Engineering Division. III. ADMINISTRATION A. Personnel Staff editor arrived on 2 June. left for an extended TDY at Seoul Bureau on 17 May. 2. TDY'er successfully completed his three-month editorial training and departed for Washington 13 May. The of our three new Chinese monitorial candidates, has sent us his completed personal history statement and medical examination findings. We have forwarded them to Headquarters for evaluation. 4.
