GENERAL Two recent incidents involving the U.S. military drew con- siderable attention in the Okinawa press. One involved the accidental dropping of a flare by an aircraft on a populated area of Ie Jima during a training exercise. The other incident, closer to home, involved a U.S. helicopter with ten servicemen suspended by rope flying in the vicinity of Kadena and Yomitan villages which is in violation of existing regulations. Following a lengthy period of quiescence the local press had a field day belaboring the familiar theme of the dangers of the U.S. military presence on the island. II. OPERATIONS A. Monitorial/Editorial 1. In addition to providing initial FYI's and out-of- turn excerpts of the 16 January Zhukov "Talk on International Topics" and the 30 January "Studio 9" program, our two new Russian monitors also processed two special TV shows: A Moscow press con- ference broadcast on the 26th with Gen Valentin Varennikov, Lt Gen Nikolay Makayev, Col Gen Nikolay Chervov, and others answering prepared questions on the U.S.-Soviet strategic balance; and a show on 31 January entitled "The Hypocrisy of Washington," in which moderator A. Kaverznev and three East European correspondents dis- cussed the U.S.-produced 31 January TV special on Poland. The unit also began providing editorial reports on scheduled Moscow TV programs for an AG programming study. One of these programs was texted at AG's request. We began our four-month experimental coverage of Quezon City RPN English-language television news on 18 January. Coincidental with the television coverage, we have assumed res- ponsibility temporarily from Bangkok for Hong Kong AFP coverage for the Philippines. B. Special Services At the request of the Okinawa office of the Armed Forces Far East Network (FEN), we checked the station which was causing interference on the evening AM broadcasts of FEN. The interfering station turned out to be Moscow in Mandarin. We provided a tape to FEN, which hopes to be able to get Japanese Government approval for the moving of its frequency from the present 648 kHz. A. Personnel 1. be an STAT teaching on a contract basis twice-a-week English classes STAT to local employees. At the same time, she is continuing STAT infomal English-language classes in the housing area for TCN dependent wives. 2. The Consolidated Base Personnel Office (CBPO) con- cluded its annual review of MLC positions. It approved the up- grading of three positions, those of administrative section (to BWT 1-6 cruising unit (to BWT 1-6), and of in the STAT in the STAT cations section (to BWT 1-5). The upgradings were effective 1 February. 3. The CBPO also approved our proposal for adding a third local position in the cruising unit. Six candidates from within the bureau applied for the position. After thorough testing and ewing by staff cruising officer we selected STAT from the telecommunications section. transferred STAT to the cruising unit on 1 February where he will be in trainee status for about six months; with his transfer, he has been promoted to BWT 1-4. 4. Chinese monitor ho underwent gall bladder STAT surgery in Taiwan in December, has returned to Okinawa. He will resume working on a part-time basis the week of 7 February. 5. Some 120 applicants have responded to our ads in two Taipei newspapers for Chinese monitors. Several will be interviewed and tested by the deputy chief and chief monitor during their TDY in Taipei in early March. We have asked London Bureau to test one of the applicants, a UK resident. On 18 January STAT STAT accompanied by Tony X4e zer, BUD Spec. Rep. iii Sion, STAT visited the bureau. Following a briefing here, the chief and deputy chief joined and Melzer for a briefing on the AWACS and a STAT walkthrough of an ACS aircraft. 2. The deputy chief on 22 January was given a briefing on the SR-71 "Habu" and a flightline tour at the SR-71 facility on Kadena. 3. Colonel Joseph S. King, Assistant Chief of Staff (G-2), U.S. Army, Japan, accompanied by Lt. Col. Hoover, Executive Officer, USAGO, visited the bureau on 25 January. 4. Lt. Col. John Lewis, Commander, 6990th Electronic Security Group, and his deputy, Maj. George Ostrom, were given a tour of the bureau on 28 January.
