GENERAL 1. The new U.S. ambassador to Paraguay, Arthur H. Davis, and Mrs. Davis arrived in Asuncion on 30 July. The acting bureau chief accompanied other Embassy officers to the airport to meet him and on the 31st attended a barbecue in his honor along with other agency and section chiefs. 2. Flooding in Paraguay continues to be serious, but the worst seems to be over. According to information available to the Embassy, medical and food supplies are reaching the flood victims. High water around Asuncion is expected to begin receding during the first week of August. II. OPERATIONS A. Monitorial/Editorial 1. A contract was signed with the new Buenos Aires press agency DIARIOSY NOTICIAS effective 1 July. During the Falklands crisis this news agency consistently carried items which provided apparent inside information from very high-level sources in the Argentine Government and Military. This brings the number of press agencies on regular coverage to five. 2. Considerable bureau efforts were directed toward covering the new Argentine Government's activities during the first half of the month. The new Argentine cabinet was sworn in on the 2nd, and speeches were made thereafter by the new president, a military junta member, the finance minister and the president of the central bank which required extensive bureau efforts to process. The media reaction reports begun in June concerning the loss of the Falklands war and the government changes in Argentina continued through 5 July. The bureau further reduced its extended hours during the month, returning to normal on 11 July. 4. Bolivia did what it is most noted for during the month -- changed governments. The 11-month-old government of Celso Torrelio Villa ended with his forced resignation on the 19th. While there was no bloodshed, the reaction in Bolivia as reported in the media monitored at the bureau indicates a striking lack of support in that country for the new government. 5. Outages affecting the Buenos Aires press agency LATIN are again causing concern at the bureau. LATIN had more than 55 hours of outages during the month. The bureau has expressed its concern to the local LATIN office which has promised to try to improve its service. B. Communications A substantial number of interruptions to the bureau's primary circuit resulted in outages totalling 24 hours and 40 minutes during the month. Commercial power outages and large voltage fluctuations continue to cause problems with the sensitive equipment at the Mission's Telecommunications Unit. C. Lateral Services On the 6th, the BBC requested processing of a 5 July Moscow item reporting a new "Council of Monitors" being set up by Radio Moscow. Reports on this and a subsequently monitored item on the same subject were filed to Headquarters and BBC. D. Technical 1. Preventive maintenance was completed on the Collins 651 S receivers. 2. IBM office completed first preventive maintenance of the bureau's electric typewriters. 3. Non-expendable equipment received: 1 EA FREDERICK Display Unit, model 1251, S/N FE-5875, $900.00. 4. Non-expendable equipment transferred: 1 EA DELTA Remote Controller, model RRC-1A, S/N 026, $2,110.00. Transferred to Panama Bureau.
